Panel at Urban Institute next Tues. to focus on economic security

Oct. 28, 2003 -- The Urban Institute's next offering in its "First Tuesdays at the Urban Institute" will focus on employment and disability -- next Tuesday, Nov. 4, from noon to 1:30 p.m.

CNN Senior Correspondent Judy Woodruff will moderate the panel discussion on "Safety Net or Tangled Web: Promoting the Economic Security of Adults with Disabilities." Martin Gerry, Deputy Commissioner of the Social Security Administration has been invited to be on the panel; other panelists will include David Stapleton, Director of Cornell University's Center for Policy Research, former Rehabilitation Services Administration Commissioner Sue Suter and David Wittenburg, Senior Research Associate at the Urban Institute.

"Over the last several decades, the disability community and policymakers have sought to create laws, policies, and programs that bring persons with disabilities into the mainstream, particularly through employment," says the Urban Institute in its announcement of the panel. "Passage of the Americans with Disabilities Act in 1990 was a landmark step toward this end. In recent years, however, employment among adults with disabilities has fallen dramatically, coinciding with major increases in participation in Social Security Administration programs."

Panelists will be asked to discuss: -- How have adults with disabilities fared in the labor market compared with other at-risk groups? -- Are safety net programs the best approach to protecting the economic security of people with disabilities? -- What policy changes are needed, given recent trends in program participation and employment?
